Zelensky offers to halt refinery strikes for mutual energy truce, with guarantees
President Volodymyr Zelensky said on Sunday that Ukraine is ready to stop strikes on Russian oil refineries if Moscow halts its attacks on Ukrainian energy infrastructure, insisting any de-escalation must be mutual and backed by real guarantees.

President Volodymyr Zelensky said on Sunday that Ukraine was ready to halt strikes on Russian oil refineries if Moscow stopped attacking Ukrainian energy infrastructure, adding that any steps to de-escalate the conflict must come from both sides with real guarantees behind them. The offer on Zelensky refinery strikes followed a public call from US President Donald Trump to stop targeting Russian refineries.
A conditional offer on Telegram
Writing on the Telegram app, Zelensky framed the move as an exchange rather than a unilateral concession. Ukraine would stop its attacks on the refineries only if Moscow ceased its own strikes on Ukrainian energy facilities.

Trump's earlier call
The statement came after Trump publicly urged Zelensky to stop targeting the refineries. On Saturday, Trump went further, calling on Ukraine to replace its president and saying "he better damn well stop" hitting Russian oil refineries.
Talks with European leaders and air defence
Zelensky said his diplomacy was continuing alongside the offer. The work covers two tracks:
- •Conversations with European leaders, which he planned to continue on Sunday
- •Daily discussions about additional air defence packages, including ammunition for combat aircraft
Zaporizhzhia toll rises
In the southern city of Zaporizhzhia, Zelensky said the death toll from a heavy Russian strike on Saturday had risen to 23 people, including four children.
