The stop is Grand Island, a city in the solidly conservative south-central part of the state. Ricketts, who faces an independent candidate backed by national Democrats, told the Associated Press last week on Capitol Hill why the president is making the trip.

Ricketts told the AP that the low-quality foreign beef the plan would bring in does not help Nebraska ranchers. His advice goes further:

"I would advise the White House to change that policy and look for longer-term things that will help us build the size of the herd"

He said that would mean pursuing longer-term measures to grow the herd and bring consumer prices down.

The midterm backdrop
