EU–China Hybrid Electric Vehicle Quota Caps Imports at 350,000 Cars a Year

How the quota works

Under the deal, the EU will restrict hybrid electric vehicle imports from China to 350,000 cars a year, according to the European Commission. The cap arrives as Chinese battery and plug-in hybrids surge: about 800,000 are likely to be sold in the EU this year after two years of rapid import growth.

The quota forms part of a four-year agreement made in Beijing last week and comes into force in December. The EU expects it to halve China's market share, which now stands at 6%.

  • •The quota takes effect in December and runs for four years
  • •About 800,000 Chinese hybrids are likely to be sold in the EU this year, well above the cap
  • •China's current market share of 6% is expected to be halved

The WTO safeguard route and who is exempt

The limit is taken under World Trade Organization safeguard measures, which allow swift implementation without the type of investigations needed in anti-dumping measures. Cars imported above the quota face no tariffs but will remain blocked in customs at European docks.

Not every vehicle is covered. Chinese cars assembled inside the EU, such as in Hungary or in future in Spain, will not be subjected to the quota. EU companies that make cars in China, however, are subject to it.

What China gets in return

China has offered concessions alongside accepting the cap. Beijing agreed to drop some tariffs on auto parts and to halve duties on EU footwear, olive oil and ice-cream. Officials said the quota is fully supported by China, with further dialogue continuing on cars, chemicals, renewable energy and furniture.

"We will continue the dialogue on some products … this is by no means the end of the story."

An official said dialogue would carry on across further product areas, framing the deal as an opening rather than a conclusion.

The wider trade backdrop

The deal lands amid an EU trade deficit with China running at £1bn a day. It sits within a broader set of trade-defence moves in Brussels:

  • •Last month the EU sought feedback on a rule that could oblige companies to diversify their supply chains
  • •The EU is also pursuing Made in Europe legislation for public procurement
  • •On Thursday, EU leaders will discuss a French-German proposal for a "kill switch" to block single-market access for certain goods, for example in a rare earths ban

Sources described a "paradigm shift" toward curbing imports, driven by deindustrialisation and fears of job losses in industrial heartlands. An official said: "We are closely surveilling, our imports. We know what's coming in".
